本片是《蜡笔小新》剧场版系列的第31部作品，由佐佐木忍（《堀与宫村》）担任导演，被描述为在现代复活的恐龙大闹春日部和东京的“超大型作品”。本片讲述了野原家的爱犬小白和小恐龙娜娜之间超越了种族壁垒的友情，以及小恐龙娜娜与野原新之助及其他春日部防卫队成员一起度过的夏日时光。
在本片中，北村匠海将为古生物学者比利配音，他将与小新一行人围绕恐龙娜娜展开不为人知的秘密行动。
