该剧讲述企鹅人奥斯瓦尔德·契斯特菲尔德·科波特在哥谭市黑社会的崛起。主创方面，科林·法瑞尔回归饰演企鹅人；克里斯汀·米利欧缇饰演绞刑者；马克·斯特朗饰演罗马人；克兰西·布朗饰演哥谭市前黑帮头目之一萨尔瓦多·马洛尼。执行制片人克雷格·卓贝执导了前三集并担任执行制作人。劳伦·莱弗朗茨担任编剧兼运作人，法瑞尔和电影导演马特·里夫斯、制片人迪伦·克拉克等也担任执行制作人。
剧集《企鹅人》共八集，将于2024年9月19日在HBO Max播出。
