影片以都铎王朝宫廷为背景，米歇尔·威廉姆斯饰演英格兰王后凯瑟琳·帕尔，裘德·洛饰演她的丈夫——残暴的国王亨利八世。《煽动者》将从王后凯瑟琳·帕尔的视角来展开故事，她是亨利八世六个妻子中的最后一位，于1543年-1547年为英格兰王后，之后为英格兰太后。她也是英格兰结婚次数最多的王后，有过四位丈夫。
影片由巴西导演卡里姆·埃诺兹(《隐形的女人》)执导，《杀死伊芙》的编剧杰茜卡·阿什沃思、亨里埃塔·阿什沃思执笔剧本，这是卡里姆·埃诺兹导演的首部英语电影。本片此前参与了今年的戛纳电影节，口碑一般。而这似乎也是影片放弃颁奖季，转投暑期档的原因。
